Scans a file or directory into a deterministic manifest.
On Unix, torrent components are the exact OsStr bytes. On Windows and
other platforms without byte-oriented names, components are UTF-8 encoding
of their Unicode representation. Entries are sorted lexicographically by
unsigned bytes per component.
